A player character chooses a paragon path when a character reaches 11th level.

A character's paragon path represents a particular area of expertise within your basic role in a party, giving the character new capabilities from 11th level through 20th level.

Paragon multiclassing: a player character might choose to take on powers from a second class in place of a paragon path.
