Highborn Drow is a paragon tier racial feat available to Drow.
You gain a +2 feat bonus to Arcana checks. In addition, whenever you use your Lolthtouched racial feature, you can use the cloud of darkness, darkfire, or Webs of Darkness power. [Dr367:38]

- What's the purpose of the attack roll for Webs of Darkness?
- The feat assumes Lolthtouched allows choosing the encounter power during combat. It has since changed to requiring the power chosen at character creation. To fix these issues, you can use the older version of lolthtouched (with GM permission), or instead read the second sentence as the following:
- "You may choose Webs of Darkness as one of your lolthtouched powers, and may exchange the lolthtouched power upon selecting the feat."
