Although there are some custom games included in articles, gambling is normally resolved by a series of opposed checks - each gambler performs a bluff check or insight check, and the gambler with the highest result wins the stakes (and others sharing the loss.)
If cheating during a gambling round, you make the bluff or insight check as normal. If you dislike the result, you can then use the thievery and use the result, but you're exposed as a cheat if you fail to exceed the passive perception checks of others or if they suspect you for cheating and are watching you for it.
